GSA releases MAS Solicitation Refresh # 15 Mass Modification A853

The General Services Administration (GSA) Federal Acquisition Service (FAS) issued Refresh # 15 and an associated Mass Modification A853 for the GSA MAS (Multiple Award Schedule) Solicitation 47QSMD20R0001.

Outlined below are the changes associated with Refresh # 15:

A: Changes to Overall GSA MAS Solicitation:

  • Incorporate the following updates to SCP-FSS-001:
    • Updated note to address remarketed items.
    • Removed note related to Acquisition Letter MV-21-03, Waiver of Experience and Annual Financial Statement Requirements under the Multiple Award Schedule (MAS) Solicitation for COVID-19.
  • Incorporate the following Small Business Administration updates:
    • 2022 North American Industry Classification System (NAICS):
      Effective October 1, 2022, SBA published a new table of size standards that changes the NAICS for multiple SINs due to NAICS retirements.
    • Adjustment of Monetary-Based Size Standards for Inflation:
      Effective December 19, 2022, SBA published a new table of size standards that changes the business size standard for multiple NAICS in the MAS program.
  • Various changes to Price Proposal Templates:
    • Offer and Modification Services and Training Price Proposal Templates:
      • ‘Description Type’ column was added to define the description type for each proposed labor category.
      • ‘High School Equivalent’ and ‘Other Technical School/Certification’ were added as options to the Minimum Education column
      • ‘Identify High School Equivalent and/or Required Certifications or Licenses’ column was added back in to account for the newly added Minimum Education options.
    • Offer and Modification Products Price Proposal Templates:
      • Clarified that a detailed product description is required under the ‘Product Description’ column.

NEXT STEPS:

All new GSA Multiple Award Schedule (MAS) Offers must be submitted under the Solicitation 47QSMD20R0001 Refresh # 15.

For existing GSA Multiple Award Schedule (MAS) Contractors, GSA will issue a bilateral modification to apply the changes.  Contractors will have 90 days to accept the mass mod.
