State and Local Disaster Purchasing

State and local governments can now purchase off your GSA Schedule contract under the State and Local Disaster Purchasing Program.

 

On March 13, 2020, the President declared the ongoing Coronavirus Disease 2019 (COVID-19) pandemic of sufficient severity and magnitude to warrant an emergency declaration for all states, tribes, territories and the District of Columbia pursuant to section 501 (b) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (“Stafford Act”).  Based upon this declaration, full access to order against Federal Supply schedules, including VA Schedules is available to State and Local Governments. Disaster Purchasing allows state and local governments to purchase from the GSA schedule program in preparation or response to a disaster as well as recovery from a major disaster declared by the President, or recovery from terrorism or nuclear, biological, chemical or radiological attack.    

 

The customer must include a statement “This order is placed under GSA Schedule number [insert number here] under the authority of the GSA Disaster Purchasing program. The products and services purchased will be used in preparation or response to disasters or recovery from a major disaster declared by the President, or recovery from terrorism or nuclear, biological, chemical, or radiological attack.” 

 

Make sure your GSA Schedule Contract has elected to participate in the State and Local Disaster Purchasing Program and advise your current and potential customers. Vendors participating in this program are identified with the Disaster Purchasing Program icon on GSA eLibrary.
