GSA releases MAS Solicitation Refresh # 22, Mass Modification A885

The General Services Administration (GSA) Federal Acquisition Service (FAS) issued Refresh # 22 and the associated Mass Modification A885 for the GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001.

Outlined below are the changes associated with Refresh # 22:

A: Changes to Overall MAS Solicitation:

  1. Implement revisions to SCP-FSS-001 Instructions Applicable to All Offerors paragraph (f) to support TDR SIN expansion and paragraph (i)(3)(ii)(F) to address Government Purchase Card (GPC) fees
  2. Transactional Data Reporting (TDR) Pilot Expansion to 67 SINs
  3. Implement revisions to the Offer and Modification Products and Services Training Price Proposal Templates (PPT)
  4. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2024-05 and GSAR Change 182

    • Industrial Products Subcategory (E05): Revise SIN instructions for SIN 325320 – Pest and Animal Control Products and Services
  3. Transportation and Logistics Services (K):
    • Package Delivery Subcategory (K03): Revise required Template for SIN 492110 – Package Delivery and Freight Trucking & SIN 492210SB Local Courier Delivery Services (SBSA)
    • Transportation of Things Subcategory (K05): Revise required Templates for SIN 485 – Ground Transportation & SIN 532111 – Automotive Equipment Rental and Leasing – Rental Supplemental Vehicle Program (RSVP) 
  4. Travel (L):
    • Employee Relocation (L01): Revise required Template for SIN 531 – Employee Relocation Solution
    • Lodging (L02): Revise required Template for SIN 531110 – Long Term Lodging

C: Changes to Modification and mass modification guidance:

  • Revisions to Multiple Award Schedule (MAS) Modification Guidance and Sample cover letters on gsa.gov.

NEXT STEPS:

For existing GSA Multiple Award Schedule (MAS) Contractors, GSA will issue a bilateral modification to apply the changes for Refresh # 22. Contractors will have 90 days to accept the upcoming mass mod. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
