GSA Consolidation Update – Who Does this Impact and What’s Next?
Phase 1 Complete
The General Services Administration (GSA) has completed Phase 1 of the Schedules overhaul by consolidating 24 existing GSA Schedules, also referred to as Federal Supply Schedule (FSS), into one. The consolidation plan is part of the agency’s Federal Marketplace Strategy which aims to modernize and simplify acquisitions. GSA reviewed the Schedule Contract, reduced the number of Special Item Numbers (SINs) and reorganized schedule offerings into Large Categories, subcategories and SINs. Stephanie Shutt, Director of GSA’s Multiple Award Schedules (MAS) Program Office, said that “the new format will make it easier for contractors to offer products, services and solutions and for agency partners to find them”. The new large categories, subcategories and SIN structure will simplify the process of locating products and services on the Schedule because the same products and services will only fall under one category. GSA stated it will be “easier for agencies to find the appropriate group of industry partners to meet their missions”. The categories in the contract will match the categories established by the Office of Management and Budget (OMB). GSA released the new solicitation on October 1, 2019 for a single, consolidated Schedule including streamlined terms and conditions and new categories and SINs.
Who does this impact and when?
Phase 1 — GSA issued a single, consolidated solicitation covering the 24 current schedules. Phase 1 only impacts vendors who are applying for a new Schedule. Phase 1 is now completed.
Phase 2 — Phase 2 transitions current Schedule contractors from the legacy Schedule solicitations to the new, consolidated solicitation. Phase 2 will impact existing schedule contractors starting in January 2020. Phase 2 includes creating a mass modification to transition existing schedule contract holders with one Schedule to the new consolidated schedule. Contractors will have until July 2020 to accept the mass modification. The mass modification will update contract terms and conditions and SINs to the new Schedule.
Phase 3 – Beginning summer of 2020, GSA will require current Schedule contract holders with multiple contracts under different legacy Schedules to be consolidated into a single contract. This process will be accomplished in close coordination with the impacted Centers and Schedule contractors using the existing modification process. It is anticipated that Phase 3 will require a transitional period as contractors select their single contract and allow existing orders to be completed under legacy contracts.
Next Steps?
As of October 1, 2019, GSA was no longer accepting offers under any of its 24 existing Schedules. Contractors that do not have a GSA Schedule contract and wish to submit a new Offer can so under the new GSA Consolidated Schedule.
Existing GSA Schedule contractors — in order to transition to the new Consolidated Schedule, you must accept the updated terms and conditions in the mass modification when issued in January 2020. You can prepare now by reviewing the new Schedule solicitation terms and conditions.
