WOSB is Awarded Authority for Sole Source Contracts through NDAA

The Women-Owned Small Business (WOSB) procurement program has been awarded the authority for sole source contracts through the National Defense Authorization Act (NDAA) for Fiscal Year 2015.  This change heralds a significant improvement to the WOSB procurement program, by correcting the inequality of the original law; and represents a milestone for women entrepreneurs and small business owners everywhere.

About WOSB

The WOSB procurement program was founded in 2011 and provides resources and support for women owned small businesses and entrepreneurs who are seeking government funding.

The original NDAA law of 2000 only permitted contracts to be awarded to women owned companies if the business was owned and controlled by women, and two or more women owned companies submitted offers. With the release of the final text of the NDAA, the WOSB has been granted equality amongst the other small business contracting programs and contracting officers will finally be able to award sole source contracts through the WOSB procurement program.

National Small Business Advocates, such as Women Influencing Public Policy (WIPP), and the U.S. Small Business Administration (SBA) have been advocating for this change to the WOSB program for several years. According to WIPP, “Sole source has been our top priority to improve the program and expand access to the federal market for women entrepreneurs.” As a result of the NDAA’s changes, the WOSB’s will have the same opportunity as all other small business contracting programs to receive sole source contracts. Additionally, this change raises the bar for WOSBs and brings the government one step closer to meeting its goal of 5% contracting through WOSBs.
