GSA releases MAS Solicitation Refresh # 29, Mass Modification A905

The General Services Administration (GSA) Federal Acquisition Service (FAS) issued Refresh # 29 and the associated Mass Modification A905 for the GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001.

Outlined below are the changes associated with Refresh # 29:

A: Changes to Overall MAS Solicitation:

  1. In anticipation of the upcoming FAS Catalog Platform (FCP) transition, the Price Proposal Template (PPT) for Products will be replaced by the FCP Product File and Price Proposal Template (PPT) for Services & Training and the PPT for “541930 Translation and interpretation services and 611630 linguistic training and education” will be replaced by the FCP Services Plus File.
  2. Add a note to GSAR clause 552.238-103 ELECTRONIC COMMERCE (MAY 2019) emphasizing that contractors must adhere to GSA’s established catalog requirements, and include a reference to where detailed instructions and guidance can be found.
  3. Add a new consolidated clause, GSAR 552.238-120, to replace legacy Economic Price Adjustment (EPA) clauses 552.216-70 and I-FSS-969
  4. Complete transition of the 19 retired Small Business Set-Aside (SBSA) SINs by removing them from the MAS Solicitation and associated documents
  5. Implement revisions to SCP-FSS-001 Instructions Applicable to All Offerors
  6. Incorporate clause and provision updates in GSAR Change 187.

B: Changes to Specific Large Category, Subcategory or SIN:

  1. Furniture and Furnishings (C):
    • Miscellaneous Furniture (C05): Revisions to SIN SIN 33712 Complete Daycare, Preschool and Classroom Solutions
  2. Information Technology (F):
    • Cloud Services (F01): Revisions to SIN 518210C Cloud Computing and Cloud Related IT Professional Services
    • IT Services (F05): Revisions to SIN 54151HACS Highly Adaptive Cybersecurity Services (HACS)
  3. Miscellanious (G):
    • Remove Awards Subcategory (G01)
    • Remove Personal Hair Care Items Subcategory (G04)
  4. Scientific Management and Solutions (I):
    • Laboratory Equipment (I02): Revisions to 334515 Diagnostic, Measuring and Testing Equipment
  5. Security and Protection (J):
    • Protective Equipment (J02): Revisions to SIN 334220 Surveillance Systems, Wearable Body Cameras, and Vehicular Video
    • Protective Equipment (J02): Revisions to SIN 336413 Aircraft Armoring and Helicopter Equipment

NEXT STEPS:

For existing GSA Multiple Award Schedule (MAS) Contractors, GSA will issue a bilateral modification to apply the changes for Refresh # 29. Contractors will have 90 days to accept the issued mass mod. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
