GSA MAS Refresh 32 Released: Key Updates Contractors Need to Know
The General Services Administration’s Federal Acquisition Service (FAS) has officially released MAS Solicitation Refresh 32 for Solicitation 47QSMD20R0001. This refresh introduces several important policy, compliance, and category‑level updates that contractors should review and act on promptly.
Draft SCP‑FSS‑001: What’s Now Included
A draft of SCP‑FSS‑001 has been released alongside Refresh 32. Key updates include:
- Limiting substitution of customer references and project experience to Startup Springboard and Fast Lane participants only.
- Clarifying that substitutions apply to both PPQs and customer references.
- Allowing GSA to request additional verification for PPQs and project experience.
- Adding a formal definition of “predecessor.”
These changes strengthen documentation requirements and ensure the accuracy of past performance submissions.
Executive Order 14398 & FAR 52.222‑90 Now in Effect
Refresh 32 implements Executive Order 14398, which prohibits federal agencies from contracting with organizations that engage in racially discriminatory DEI practices.
Key points:
- FAR 52.222‑90 now applies to all existing and future orders and BPA calls.
- Updates align with GSA Class Deviation RFO‑2025‑12 Supplement 26‑02.
- Additional updates are incorporated through FAC 2026‑01.
This marks a major compliance shift for MAS contractors.
Joint Venture Update Removed
FAS confirmed that all proposed changes related to Joint Ventures have been removed from Refresh 32. Any future JV‑related updates will be communicated well in advance.
MAS‑Wide Solicitation Updates Now Active
General MAS Changes include:
- Updated Drones/UAS language reflecting the program’s move to DCMA US‑X.
- New requirements emphasizing End‑of‑Support (EOS) dates and security update availability for ICT equipment.
- Revisions to the FCP Product File.

Action Items for MAS Contractors
Contractors must accept the Refresh 32 mass modification within 30 days of issuance. Only FAR 52.222‑90 applies retroactively; all other changes apply to new orders and BPA calls moving forward. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
