GSA Holds 2018 Southwest Supply Acquisition Center Industry Day
GSA held its annual Southwest Supply Acquisition Center Industry Day for Schedules 56 (Buildings and Building Materials/Industrial Services and Supplies), 73 (Food Service, Hospitality, Cleaning Equipment and Supplies, Chemicals and Services), and 66 (Scientific Equipment and Services) on February 21 and 22, 2018.
Transactional Data Reporting (TDR)
In November 2017, Requests for Proposal (RFPs) were refreshed under the Transactional Data Reporting (TDR) pilot program. Participation has been changed from mandatory to optional. Both sets of clauses (participating and non-participating) are now in solicitations included under the pilot program, and offerors may choose whether or not to participate. Contractors who were required to accept are now being given a one-time opportunity to opt out. Participation in TDR allows elimination of Commercial Sales Practices (CSP) and Most Favored Customer (MFC) because participants report actual transactions.
72A Sales Reporting Portal
The 72A sales reporting portal is in the process of migrating to the Federal Acquisition Service sales reporting portal. The transition occurs in three phases. The dates for these phases will depend upon the completion of previous phases.
- Federal Strategic Sources Blanket Purchase Agreements (13) have already migrated
- Next phase is 1200 Industry Partners who either have non-TDR pilot projects or are already reporting under TDR
- Final phase is all remaining Industry Partners (about 12,000)
Formatted Product Tool (FPT)
The Formatted Product Tool (FPT) is for products only; no services are involved. It has been rolled out to Schedules 58 I, 66 and 72. A few contractors are due to submit baseline modifications by the end of March 2018. The next rollout is expected in summer 2018, at the earliest.
GSA considers FPT a great concept, but programming has been challenging. Requirements may need to be scaled back, considering size issues and data interface.
GSA Expo — or Not?
GSA is reconsidering its Expo training seminar vehicle. When (and if) it returns, it will likely have a new name, and locations close to major military clients. Watch this space for more information when it becomes available.
