Defense Acquisition Policy Impacts Procedures for DOD Customers Procuring Office Furniture
Defense Procurement and Acquisition Policy (DPAP) has issued its updated yearly list of product categories where Federal Prison Industries’ (FPI) portion of the DOD market exceeds five percent. This listing is based on a detailed analysis of FY2014 market and purchase data from the Federal Procurement Data System (FPDS).
Office Furniture Added to List
Office Furniture has been added to the list of current Federal Supply Classification (FSC) Codes for items where FPI has gained a significant segment of the market and must be competed as per Defense Federal Acquisition Regulation Supplement (DFARS) 208.602-70.
To ensure fair and competitive ordering procedures as set forth in the regulation, contracting officers considering such purchases must use ‘fair opportunity’ procedures (GSA schedules, full open competition, and set-asides) as detailed in DFARS 208.602-70. The procurement procedures apply to all new solicitations and contracts as of February 27, 2015.
The Coalition for Government Procurement has released a fact sheet that further outlines these procedures. To view the DOD Purchasing from Federal Prison Industries Fact Sheet, click here.
