GSA MAS Refresh 33 Released: Key Changes Contractors need to Know
The General Services Administration’s Federal Acquisition Service (FAS) has officially released MAS Solicitation Refresh 33 for Solicitation 47QSMD20R0001. This refresh focuses primarily on administrative and compliance related updates, but a few changes may require contractor action depending on SIN’s and business model.
Key Changes Affecting All MAS Contractors
New Supply Chain Risk Management (SCRM) Requirements
GSA is adding a new solicitation provision (GSAR 552.540-70) and contract clause (GSAR 552.540-71) to formally incorporate supply chain security requirements into the MAS program. The goal is to create a consistent, transparent framework for identifying and managing supply chain risks across contractors.
FASt Lane Expanded Beyond IT
Historically, FASt Lane was largely associated with certain IT Schedule offerings. Refresh 33 expands eligibility so offerors in all MAS Large Categories may qualify when there is a validated federal requirement or demonstrated customer demand.
Product Substitution Requirements
A new product substitution requirement is being added to the “General Information” section of all Large Category attachments. This appears aimed at improving consistency when contractors substitute products after award.
Updated SCLS Wage Determinations
GSA is incorporating the latest Service Contract Labor Standards (SCLS) wage determinations into the solicitation. Contractors performing covered service work should review labor categories and pricing impacts.
Trade Agreements Act (TAA) Change
Refresh 33 incorporates Class Deviation CD-2026-03, which removes a TAA exemption previously available to AbilityOne participating nonprofit agencies and Federal Prison Industries (UNICOR).

- SIN 238910 – Installation and Site Preparation Services: New SIN note added
Travel (Large Category L)
- SIN 531 – Employee Relocation Solutions: Statement of Work guidance updated.
- SIN 561510 – Travel Agent Services: Statement of Work and Price Proposal Template updated.
