GSA releases MAS Solicitation Refresh # 30, Mass Modification A907

The General Services Administration (GSA) Federal Acquisition Service (FAS) issued Refresh # 30 and the associated Mass Modification A907 for the GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001.

Outlined below are the changes associated with Refresh # 30:

A: Changes to Overall MAS Solicitation:

  1. In GSA will make clause and provision changes in the Multiple Award Schedule (MAS) Solicitation to align with deviations to the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) resulting from the Revolutionary FAR Overhaul (RFO).
  2. GSA will add the following statement to the MAS Solicitation directing users to GSA.gov for more information on MAS ordering procedures: “Ordering activities must follow procedures outlined in RFO GSAM Subpart 538.71— Federal Supply Schedule Ordering Procedures for placing orders and establishing blanket purchase agreements (BPAs) against Federal Supply Schedule (FSS) contracts. Additional guidance can be found at http://www.gsa.gov/schedules
  3. GSA will update provision SCP-FSS-001 to align with deviations to the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR) resulting from the Revolutionary FAR Overhaul (RFO).
  4. GSA will update clause I-FSS-644, Products Offered and Sold by Vendors Other than the Manufacturer, to remove the requirement for contractors to provide evidence of an uninterrupted source of supply throughout contract performance and make other general edits.
  5. GSA will revise the “Pricing Terms” attachment to include additional fields related to the proposed escalation method, including the relevant Economic Price Adjustment (EPA) mechanism.

B: Changes to Specific Large Category, Subcategory or SIN:

  1. ALL Large Categories:
    • General Information: GSA will revise the ‘Drones/Unmanned Aircraft Systems’ section to align with updates implemented under the RFO.
  2. Miscellanious (G):
    • Complementary SINs Subcategory (G06): GSA will revise SIN OLM (Order-Level Materials) to align with updates implemented under the RFO.
  3. Transportation and Logistics Services (K)
    • Package Delivery Subcategory (K03): GSA will revise the Price Proposal Template (PPT) for SIN 492210, Local Courier Delivery Services

NEXT STEPS:

For existing GSA Multiple Award Schedule (MAS) Contractors, GSA will issue a bilateral modification to apply the changes for Refresh # 30. Contractors will have 90 days to accept the issued mass mod. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
