GSA releases MAS Solicitation Refresh # 26, Mass Modification A897

The General Services Administration (GSA) Federal Acquisition Service (FAS) issued Refresh # 26 and the associated Mass Modification A897 for the GSA Multiple Award Schedule (MAS) Solicitation 47QSMD20R0001.

Outlined below are the changes associated with Refresh # 26:

A: Changes to Overall MAS Solicitation:

  1. Implement minor revision to SCP-FSS-001 Instructions Applicable to All Offerors
  2. Implement revisions to the Offer and Modification Products/Services and Training Price Proposal Templates (PPT)
  3. Incorporate clause and provision updates, as necessary, through Federal Acquisition Circular (FAC) 2025-03 and GSAR Change 196, excluding GSAR Change 187.
  4. Retire 32 Special Item Number (SINs) from the Solicitation. See attached Significant Changes for details by Large Category/Subcategory
  5. Revise clause I-FSS-600 note

B: Changes to Specific Large Category, Subcategory or SIN:

  1. Office Managment (A):
    • Office Supplies Subcategory (A09): Revisions to OS4 SINs 339940OS4 – Office Products and Supplies & 339940OVER – Overseas Office Products and Supplies category specific attachment
  2. Furniture and Furnishings (C):
    • Household Dormitory and Quarters Furniture Subcategory (C04): Revisions to subcategory instructions
    • Miscellaneous Furniture Subcategory (C05): Revisions to SINs 337127CISB Correctional Institution Furniture (SBSA) and 337127INT International Furniture Products 337127CI Correctional Institution Furniture
  3. Information Technology (F):
    • Add language to the ‘“General Information” section of the IT Large Category
    • IT Services Subcategory (F03): Revision to SIN 54151HACS Highly Adaptive Cybersecurity Services (HACS)
    • IT Solutions Subcategory (F05): Revisions to SINs 518210FM Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services & 518210C Cloud Computing and Cloud Related IT Professional Services
  4. Professional Services (H):
    • Business Administrative Services Subcategory (H01): Revisions to SIN 541611 Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services
    • Marketing and Public Relations Subcategory (H08): Revision to SIN 541810ODC Other Direct Costs for Marketing and Public Relations Services
  5. Security and Protection (J):
    • Protective Equipment Subcategory (J02): Revisions to SIN 336413 Aircraft Armoring and Helicopter Equipment

C: Additional Changes:

After thoroughly reviewing feedback and conducting additional analysis, GSA made revisions to the changes concerning the retirement of certain Special Item Numbers (SINs) from the Solicitation.

  1. Four (4) Professional Services SINs will not be retired
    • 562910RMI Environmental Remediation Services – Multiple Industries
    • 541715APM Engineering Research and Development for: Other Aircraft Parts and Auxiliary Equipment, Guided Missiles and Space Vehicles, Their Propulsion Units
    • 541715AIR Engineering Research and Development for Aircraft, Aircraft Engines and Engine Parts
    • 541330EMI Engineering Services Related to Military, Aerospace Equipment, Military Weapons, National Energy Policy Act of 1992, Marine Engineering or Naval Arc
  2. Five (5) additional SINs will be retired:
    • 81111 Automotive Maintenance, Repair and Body Services
    • 336211V Vocational Bodies and Attachments
    • 336350 Remanufactured Automotive Components
    • 3363 Upfitting of Government-owned Emergency Response Vehicles to Provide Turn-key Solutions
    • 326212 Tires – Retreaded

In addition, minor revisions will be made to the I-FSS-600 clause note and SIN 541810ODC (Other Direct Costs for Marketing and Public Relations Services). For detailed information, please refer to the draft of the Significant Changes document.

NEXT STEPS:

For existing GSA Multiple Award Schedule (MAS) Contractors, GSA will issue a bilateral modification to apply the changes for Refresh # 26. Contractors will have 90 days to accept the issued mass mod. Failure to accept this modification prior to the due date may result in loss of access to GSA eTools and/or cancellation of the subject contract.
