UPDATE: Reopening Multiple Award Schedule 75

On December 20th, 2016, the General Services Administration (GSA) announced the release of a Request for Information (RFI) in order to obtain feedback from industry regarding the re-opening of Multiple Award Schedule (MAS) 75:  Office Products and Supplies for new offers.  On September 29th, 2017, a statement released via GSA Interact, indicated that MAS 75 is slated to be officially re-opened sometime during the first quarter of Fiscal Year 2018.  MAS 75 has been closed since October 2010 and its re-opening will mark a great success in collaboration between industry partners, customers, and stakeholders.  The final strategy for re-opening Schedule 75 strives to increase small business government sales opportunities, customer value, and OCONUS (overseas) utilization by combining the Best In Class (BIC) features of the Federal Strategic Sourcing Initiative for Office Supplies (FSSI OS3) and the structure of MAS 75.  The result is the creation of two new enhanced Special Item Numbers (SINs), SIN 75-220 and SIN 75-280, Office Supplies Fourth Generation (OS4) for Office Products & Services.  With the merger of FSSI OS3 and MAS 75 into a single acquisition, GSA hopes to reduce contract duplication and improve overall effectiveness; ultimately resulting in increased market share and customer satisfaction.

Special Item Numbers (SINs) – Old and New

MAS 75 SINs being reopened:

  • SIN 75-200 for Office Products with updated Requirements
  • SIN 75-85 for Restroom Products with a new Letter of Supply
  • SIN 75-210 for Office Services with no changes
MAS 75 newly established Enhanced SINs:
  • SIN 75-220 – Enhanced SIN for Office Products & Services/OS4
  • SIN 75-280 – Enhanced SIN For Overseas Office Products & Services /OS4

New Schedule 75 Contract Requirements

It is important to note that new requirements will also be incorporated into the updated Schedule.  A few critical examples are:  a new, stronger Letter of Supply (LOS), Transactional Data Reporting (TDR), and the Formatted Product Tool (FPT).  The updated LOS incorporates more rigorous requirements for both dealers & manufacturers in order to mitigate future incidences of customers receiving substandard or noncompliant items.  Currently, both FPT and TDR initiatives are incorporated into FSSI OS3.  GSA hopes to eliminate price variability by continuing the rollout to the new MAS 75/OS4.  Visit our blogs for more information on FPT and TDR.
